2、困境。他们作为两栖人口长期徘徊于城市与乡村之间，长期承受居无定所、与家人分离，他们缺乏上升发展的制度通道，从而对未来缺乏预期。他们作为生产者缺乏提升创造力的条件；作为消费者，他们的购买力低下；作为社会成员，他们长期被排斥在规范社会秩序之外；作为自然人，不能很好地承担家庭责任。中国传统城市化过程中流动人口的制度障碍导致国家经济、社会、城乡结构失调和发展难以持续。直面流动人口问题，构建全面的农民工市民化制度架构和政策体系是中国新型城市化的首要任务。关键词：流动人口宏观负面效应新型城市化Abstract:Thefund
