1、ThePreambletoTheBillofRightsCongressoftheUnitedStatesbegunandheldattheCityofNew-York,onWednesdaythefourthofMarch,onethousandsevenhundredandeightynine.THEConventionsofanumberoftheStates,havingatthetimeoftheiradoptingtheConstitution,expressedadesire,inordertopreventmisconstructionorabuseofit
2、spowers,thatfurtherdeclaratoryandrestrictiveclausesshouldbeadded:AndasextendingthegroundofpublicconfidenceintheGovernment,willbestensurethebeneficentendsofitsinstitution.RESOLVEDbytheSenateandHouseofRepresentativesoftheUnitedStatesofAmerica,inCongressassembled,twothirdsofbothHousesconcurri
3、ng,thatthefollowingArticlesbeproposedtotheLegislaturesoftheseveralStates,asamendmentstotheConstitutionoftheUnitedStates,all,oranyofwhichArticles,whenratifiedbythreefourthsofthesaidLegislatures,tobevalidtoallintentsandpurposes,aspartofthesaidConstitution;viz.ARTICLESinadditionto,andAmendmen
