4、peopleliving,capitaltomaintainsocialorder,accordingtotherelevantlawsandregulations,combinedwiththeactualsituationofthecity,theenactmentofthisordinance.Thesecondregulationsareapplicabletothemanagementofworkersandbusinessmenworkinginbeijing.AccordingtothefieldtoBeijingyoungbusin
5、esspeopleinthisOrdinance(hereinafterreferredtoastheyoungbusinesspeople),referstothenonpermanentresidenceinthecity,thecityengagedintemporarylabor,management,serviceandotheractivities,inordertoobtainwageincomeoroperatingincomeofforeignstaff.TheseRegulationsarenotapplicabletoprof
6、essionalsengagedinscienceandtechnology,educationandeducation,economicandtradeandotherfieldsinbeijing.Third,thecitytotheworkersandbusinessmentoimplementscalecontrol,strictmanagement,strengthenservice,accordingtothelawprotectionpolicy.TheFourthMunicipalPeople'sGovernmentshall,ac
7、cordingtotheneedsofeconomicdevelopmentofthecapitalcityfunctionandcityconstruction,thecityinfrastructureandcapacity,putforwardbusinesspersonnelworktotalcontrolrequirements,officearea,countyandTownshipPeople'sgovernment,thestreets,takemeasurestocarryout.Thepersonalrights,propert
