3、lRepublicoftheYugoslaviaadoptedandpromulgatedtheconstitutionoftheUnionRepublicofYugoslavia.Chapter1basicprovisionsArticle1theYugoslaviaUnionRepublicisasovereignunionbasedontheequalityofcitizensandtheequalityofmemberstates.TheSecondRepublicoftheunionofYugoslaviaconsistsoftheRepublicof

4、SerbiaandtheRepublicofMontenegroasmembersoftherepublic.OthermembersoftheRepublicmayjointheunionofYugoslaviarepublicsunderthisconstitution.Third,theterritoryoftheUnionRepublicofYugoslaviaisunitedandconsistsoftheterritoryofthememberrepublic.ThebordersoftheUnionRepublicofYugoslaviaarein

5、violable.Thebordersbetweenmemberstatescanonlybechangedthroughtheiragreementsonlyinaccordancewiththeconstitutionofthememberrepublic.ThefourthYugoslaviaallianceRepublichasthenationalflag,thenationalanthemandthenationalemblem.TheflagoftheUnionRepublicofYugoslaviaconsistsofthreehorizonta

6、llystitchedcolorsinblue,white,andredfromtoptobottom.TheNationalAnthemoftheUnionRepublicofYugoslaviais"Hi,Slavic.".ThecoatofarmsoftheFederalRepublicofYugoslaviaisdeterminedbythelawsoftheunion.FifthcapitaloftheFederalRepublicofYugoslavia,Belgrade.ThesixthmemberRepublicisastate,anditspo

7、wersarecitizens.MemberstateshavesovereigntyoverthosenotsubjecttotheprovisionsoftheconstitutionasbelongingtotheYugoslaviaunionrepublic.MemberStatesindependentlydeterminetheirpoliticalorganizationsthroughtheirownconstitutions.Therightoflocalautonomyisguaranteedinaccordancewiththeconsti
