2、inPeople'sRepublicofChinaChapterIGeneralProvisionsArticle1inordertoregulatetheseafarersmanagement,improvetheoverallqualityandtheinternationalimageofourseafarersdispatchedabroad,safeguardingthelegitimaterightsandinterestsofseamen,andpromotethehealthydevelopmentofsea

3、farerscareer,accordingtothe"People'sRepublicofChinacrewregulations"andforeignlaborcooperationandotherlawsandregulations,theenactmentofthisprovision.TheseProvisionsshallapplytothesecondinstitutionsestablishedinaccordancewiththelawwithintheterritoryofthePeople'sRepub

4、licofChinaandengagedintheoverseasassignmentofseamen.ThethirdDepartmentoftransportationisresponsibleforthenationalseafarerassignment.Thenationalmaritimeadministrationshallberesponsiblefortheunifiedimplementationofthesupervisionandadministrationoftheassignmentofseame

5、nthroughoutthecountry.MaritimeadministrationsdirectlyundertheMinistryoftransportshall,inaccordancewiththeirrespectivefunctionsandresponsibilities,beresponsibleforthespecificimplementationofthesupervisionandadministrationofseafarerassignment.Thefourthseafarerassignm

6、entfollowstheprincipleof"whoissentandwhoisresponsible".Aninstitutionengagedintheassignmentofseafarersshallberesponsiblefortheseafarerdispatchedbythem,andshalldoallkindsofsecurityworkfortheseafarerinthecourseoftheship'sworkandonboardandleavingtheship.Thesecondchapte

7、r,thequalificationofseafarerassignmentFifthinstitutionsengagedintheassignmentofseafarersshallmeetthefollowingconditions:(1)alegalpersonestablishedinaccordancewiththelawintheterritoryofthePeople'sRepublicofChina;(two)thereisafixedofficespacesuitableforthesizeoftheas

8、signment;(three)thereareatleast2full-timemanagerswiththequalificationsformanagingseafarersofinternationalnavigationseagoingvesselsandatleast3mana
