2、eventy-firstoftheZiboMunicipalPeople'sGovernmentonNovember10,2009,whichshallcomeintoforceonJanuary1,2010Chapter1GeneralProvisionsArticle1inordertostrengthenthesecuritymanagementofcitywatersupply,citylife,productionandotherwaterneeds,accordingtothe"People'sRepublicofChinaw
3、aterlaw"andtheStateCouncil"citywatersupplyregulations"andotherrelevantlawsandregulations,withtheactualcity,theenactmentofthisapproach.SecondunitsandindividualsengagedinurbanpublicwatersupplyandurbanpublicwatersupplyintheadministrativeareaofthisMunicipalityshallabidebythes
4、emeasures.Thethirdurbanwatersupplyfollowstheprincipleofrationaldevelopmentofwatersourcesandthecombinationofplannedwateruseandwatersaving,givingprioritytotheprotectionofresidents'livingwater,andoverallarrangementofindustrialwaterandotherwateruse.Thewateradministrativedepar
5、tmentsoffourthcitiesandcountiesareresponsiblefortheadministrationofurbanwatersupplywithintheiradministrativeareas.Construction,planning,finance,price,environmentalprotection,quality,technicalsupervision,healthandotherdepartmentsshouldbeinaccordancewiththeirrespectiverespo
6、nsibilities,doagoodjobinurbanwatersupplyrelatedwork.ThesecondchapterwatersupplysourceandplanningFifthurbanwatersourcedevelopmentandutilizationplanningbythecity,districtandCountyPeople'sgovernmentsorganizewaterconservancy,development,reform,construction,planning,environmen
7、talprotection,healthandotherrelevantdepartments.Preparationofcitywatersupplydevelopmentplanning,shouldbebasedontheneedsofthecitydevelopmentandintegratedwaterresourcesplanningandlong-termwatersupplyplanandcoordinate,inaccordancewiththepriorityuseofsurfacewater,water,guestp
