2、tandingCommitteeoftheelevenpeople'sCongresswasapprovedbythetwelfthsessionoftheninestandingcommitteeofthepeople'sCongressoftheprovinceinDecember16,1999Inordertoprotecttheforestresourcesandimprovetheecologicalenvironment,theprovisionsareformulatedaccordingtotherelevantlawsandregulationsofthePeople'sR

3、epublicofChinaforestlawandtheactualsituationofthecity.Thesecondarticleshallabidebytheseprovisionsinthemanagement,developmentandutilizationofforesttreeswithintheadministrativeareaofthismunicipality.Theprotectionandmanagementofforesttreesintheinnercityofurbanplanningareashallbecarriedoutinaccordancew

4、iththeadministrativemeasuresforthegreeningofZibocity.Thetreesreferredtointhesethirdregulationsrefertotrees,shrubsandvines.Fourthcity,district(county)forestryadministrativedepartmentsareresponsiblefortheprotectionandmanagementofforestwithintheadministrativearea.Theforestryadministrativedepartmentsof

5、thedistrictandcountymayentrustthetownshipandtownshipforestryinstitutionstoimplementadministrativepenaltiesforviolationsoftheseProvisionswithinthescopeofentrustment.Thefifthmunicipal,district(county)people'sgovernmentsshouldformulateforestrydevelopmentplanaccordingtotheneedsofeconomicandsocialdevelo

6、pmentandenvironmentalconstruction.Administrativedepartmentsinchargeofconstruction,transportation,waterconservancy,forestryandotherrelevantadministrativedepartmentsshouldplancorrespondingafforestationlandandorganizeafforestationintheconstructionoftowns,villages,roads,riversandsoon.Sixthanyunitorindi

7、vidualhastheobligationtoprotectforesttrees,andhastherighttoimpeachandaccusethebehaviorofdestroyingforesttrees.Thepeople'sgovernmentsatalllevelsshouldcommendandrewardtheunitsandindividualswhohavemadeoutstand
