3、VERNMENTALAGREEMENTON FEDERAL FINANCIAL RELATIONSPRELIMINARIES1.ThisagreementiscreatedsubjecttotheprovisionsoftheIntergovernmentalAgreementonFederalFinancialRelationsandshouldbereadinconjunctionwiththatAgreementandsubsidiaryschedules.Inparticular,theschedulesincludedirectioninrespec

4、tofperformancereportingandpaymentarrangements.2.ThePartiesarecommittedtoaddressingtheissueofsocialinclusion.ThatcommitmentisembodiedintheobjectivesandoutcomesofthisAgreement.However,thePartieshavealsoagreedotherobjectivesandoutcomeswhichthePartieswillpursuethroughthebroadestpossible

5、spectrumofgovernmentaction.Consequently,thisagreementwillbeimplementedconsistentlywiththeobjectivesandoutcomesofallNationalAgreementsandNationalPartnershipsenteredintobytheParties.3.InDecember2007,theCouncilofAustralianGovernments(COAG)agreedtoapartnershipbetweenalllevelsofgovernmen

6、ttoworkwithIndigenouscommunitiestoachievethetargetofClosingtheGapinIndigenousdisadvantage.4.ThisNationalIndigenousReformAgreementhasbeenestablishedtoframethetaskofClosingtheGapinIndigenousdisadvantage.Itsetsouttheobjectives,outcomes,outputs,performanceindicatorsandperformancebenchma

7、rksagreedbyCOAG.ItalsoprovideslinkstothoseNationalAgreementsandNationalPartnershipagreementsacrossCOAGwhichincludeelementsaimedatClosingtheGapinIndigenousdisadvantage.5.TheNationalIntegratedStrategyforClosingtheGapinIndigenousDisadvantagecanbefoundatScheduleA.ThefoundationoftheClosi
