1、2010年6月浙江大学学报(人文社会科学版)JournalofZhejiangUniversity(HumanitiesandSocialSciences)4 3DOI:10.3785/j.issn.10082942X.2009.03.191论中国高校基层学术组织创新的问题和对策杨 明(浙江大学教育学系,浙江杭州310028)[摘 要]高等学校是一种正式的学术组织。高校基层学术组织致力于学术研究,追求自由、自主和自治的管理目标。基层学术组织创新有助于解放和发展学术生产力。目前我国高校基层学术组织类型单一化,管理职权相对缺乏,研究功能有所弱化。今后有必要设置多样化的基层学术组
2、织,赋予基层学术组织及其学术带头人更大的权力,创新学术组织。在中层和基层组织关系方面,中层机构数量过多,权力过大,责、权、利界定不清。当务之急是扩大中层学术组织的学科覆盖面,在管理上实行简政放权,促进院系设置的制度化和规范化,引入学院式管理模式。高层管理方面的突出问题是行政事务和学术事务区分不明晰,校长治校、教授治学的理念未能落实,行政主导权不断强化。今后应力求增强高校制度化的学术权力。[关键词]高校;基层组织;学术组织;组织创新OntheIssuesofandCountermeasuresforInnovationofGrassrootsLevelOrganizations
