3、cussionandcollaborationinpropellingtheBeltandRoadconstruction.Thisproposalhasgarneredwidespreadattentionandsupportfromtheinternationalcommunity.WithaviewtosynchronizingdevelopmentplansandpromotingjointactionsamongstcountriesalongtheMaritimeSilkRoad,settinguptheall-dimensional,mu
4、lti-tieredandbroad-scopedBluePartnership,jointlyprotectingandsustainablyutilizingmarineresourcestoachieveharmonybetweenmanandtheoceanforcommondevelopmentandenhancementofmarinewelfare,theNationalDevelopmentandReformCommission(NDRC)andtheStateOceanicAdministration(SOA)herebyissueT
5、heVisionforMaritimeCooperationundertheBeltandRoadInitiative(hereinafterreferredtoastheVision)tobuildapeacefulandprosperous21st-CenturyMaritimeSilkRoad.I.Background15Theoceanscomprisethelargestecosystemonearth,contributingvaluableassetsforhumansurvivalandacommonarenaforsustainabl
6、edevelopment.Asglobalizationandregionaleconomicintegrationprogress,oceanshavebecomeafoundationandbridgeformarketandtechnologicalcooperationandforinformationsharing.Developingtheblueeconomyhasbecomeaninternationalconsensus,usheringinaneweraofincreasedfocusanddependenceuponmaritim
