6、医院改革,提高服务质量和医院管理水平,调动工作人员积极性,根据国家、省市县医改精神,借鉴经验,结合我院实际,特制订本办法(试行)。一、总体思路(一)坚持以病人为中心和优质、高效、低成本原则,充分利用医疗资源,降低成本,为群众提供满意的医疗服务。突出公立医院公益性,更加注重质量和服务,改变单纯追求经济效益的办院思路。稳步推进医院内部人事和收入分配制度改革、加强医院内部管理,提升院内分配的科学性、合理性,以奖金分配的激励作用进一步促进本院医疗服务整体水平和质量的提高。(二)体现各尽所能、按劳分配、优绩优酬和按生产要素相结合的原则,建立重实效、重贡献、向关键岗位、技术骨干、管理骨干倾斜的分配机
