1、The MinatoWard2006elevatoraccident wasanincidentinJune2006whichshook Japanese publicconfidenceinthesafetyof elevators aroundthecountry.InJune2006,in Minato,Tokyo,a16-yearoldhighschoolstudentwaskilledbyanelevatormaintainedbySECElevatorCoLtd.Hewasbackingoutofitwithhisbicy
2、clewhentheelevatorsuddenlyrosewiththedoorsstillopen,causingasphyxiation.Investigationsbeganrelatedtothisfatality.[1]Intheprocessofthisinvestigation,thesafetyofelevatorsinJapancameunderquestion,withmediaattentionfocusedonthemanufacturer,Swissbasedelevatorcompanythe Schin
3、dlerGroup.Thatelevatorsarenotinfalliblecameasasurprisetomanypeople.TheJapanElevatorAssociationdisclosedthat9,200entrapmentshappenedinJapanin2004inelevatorsofthebigfiveJapaneseelevatormanufacturers(MitsubishiElectric,Hitachi,Toshiba,NipponOTIS,andFujitec).Inaddition,many
4、elevatorswerereportedtohavesuddenlystoppedbetweenfloors,orhadthedoorsfailtoopenwhenarrivingatafloor,ormadestrangenoises.Ofthe8,800SchindlerelevatorsinstalledinJapan,85havetrappedpeople.[2]Followingtheincident,theMinatoWardpublichousingcorporationreplacedallfiveSchindler
5、elevatorsinthecondominiumwithelevatorsfromanothermanufacturer.ElevatormaintenancehadbeencarriedoutbyaJapanesemaintenancecompany,andnotbySchindler,since2005.TheelevatorsinquestionweremaintainedbyJapanElevatorCorporationin2005,andbySECElevatorfrom2006untilthetimeoftheacci
6、dent.TheInternationalHeraldTribuneandAsahiShimbunreportedonJune14that"Looseboltsandwornbrakepads,evidenceofpoormaintenance,likelyplayedacentralroleintheelevatoraccident".Inthearticleitcanalsobereadthat"itistheresponsibilityofthemaintenancecompanytoensurethatsuchboltsare
7、tightlyfastened".Schindlerpointedoutthatthemaintenanceoftheelevatorwascarriedoutbyanon-affiliatedmaintenancecompanyandthatthecompanydoesnothaveanindicationofaproductdesignmistakesofar.However,TokyoMetropolitanPolicefinallyconcludedthatbothSchindlerandmaintenancecompanya
