2、eyearssincethisyear.Fromthedevelopmentandchangeoftheeconomicsituation,thepositivefiscalpolicyhasachievedremarkableresults,andhasbeenpraisedbyallsides.(1)stimulatingeconomicgrowthandturningamajorturningpointinthenationaleconomyAccordingtotheanalysisanddataprovidedbytheNationalBureauofstatistic
3、s,in1998throughtheissuanceoftreasurybondstoexpandthescaleofgovernmentinvestmenttostimulateGDPGDPgrowthby1.5percentagepoints,2percentagepointsin1999to2000,estimatedtobemorethan2percentagepoints.Thisplaysakeyroleinachievingthedesiredeconomicgrowthtarget.Inthefirstthreequartersofthisyear,GDPgrew
4、by8.2%,showingthecharacteristicsof"stabilityenhancement".Beforethethreequarter,theindustrialaddedvaluegrew11.6%,thegrowthrateoverthesameperiodlastyeartospeedup2.3percentagepoints;fixedassetinvestmentgrew12.9%,thegrowthrateoverthesameperiodlastyeartospeedup4.8percentagepoints;thetotalretailsal
5、esofconsumergoodsgrew9.9%,thegrowthrateoverthesameperiodlastyeartospeedup3.6percentagepoints;theimportandexportvolumegrew35.7%,ofwhichexportsanincreaseof33.1%,thegrowthrateoverthesameperiodlastyeartospeedup31percentagepoints.TheabovesituationshowsthatChina'smacroeconomicsituationhasanimportan
6、tturningpoint.Thereasonforthissituationismainlytwo:oneistheactivefiscalpolicyforyearstostopthedownwardeconomictrend,promoteinvestmentandconsumption;twoisthesituationoftheinternationaleconomy,especiallytheeconomicrecoveryinSoutheastAsia,topromotetheexportofsubstantialgrowth.(two)significantpro
