6、goalstosacrificelong-terminterests,andthepursuitofgrowthtendstoignorethebalanceofthestructure,butthelevelofdevelopmentofaregionwilleventuallyrepresenttheunitylevelofoutputorproductivityincoalpercapitaamongGDP(ZhangMuping,ChengJianguo,2000).Overtheyears,
