2、合本市实际情况，制定本办法。第二条本办法所称统一征用土地；是指政府为实施城市、村镇建设规划，进行国民经济和社会发展事业建设及其他各类建设的需要，依照法律规定的程序和批准权限，将农民集体所有的土地变为国有土地，并给予农村集体经济组织及个人补偿的行为。第三条本市行政区域内因建设需要征用农民集体所有土地的，适用本办法。第四条县以上人民政府土地行政管理部门是本行政区域内统一；征用土地的行政主管部门。计划、公安、粮食、财政、劳动、物价、农林、水利等有关部门应做好配合工作。periodicallycheckthesecurit
