1、A研究所航天器研制项目质量成本管理研究北京理工大学工程硕士学位论文摘要过去在长期计划经济的形式下,“保质量、保进度、保成功”是很多航天企业的口号,但同时航天企业很少讲成本,甚至可以不计成本。自上个世纪末,国家加大了对航天的投入,航天器研制项目逐年增多,航天事业也发展壮大起来,并且已经走出了国门,中国航天企业陆续承接了多个国际航天项目,可见参与国际市场竞争与合作是中国航天企业发展的必然趋势。2007年,国家提出了向民营单位开放国防军工市场,这将导致航天企业面临更大的竞争,航天企业“不计成本保成功”的传统己一去不复返。国际国内市场的竞争直接表现为产品质
2、量的竞争和服务质量的竞争。顾客价值的改变,顾客要求的提高和成本逐渐增长的压力促使航天企业必须进行持续的质量改进。本论文通过案例分析的方法,对以航天器项目研制为主要特点的A研究所的特点、现状、现有质量成本管理模式、以及质量成本管理中出现的问题进行研究分析,揭示了研究所采用现有的项目质量成本管理体系的弊端和不适应性。在借鉴国内外质量成本管理研究成果基础上,对A研究所的项目质量成本管理体系进行了优化,通过具体的项目实例介绍了具体的航天器研制项目质量成本管理的过程。通过本文的论述表明对于航天器研制项目而言,引入质量成本管理体系,会给整个项目的质量带来很大的
