4、iscusstheliabilityofNVOCCandtheactualcarrierandthelegalaspectsoftheliabilityofnvocc.I.liabilityofNVOCCNVOCCisthecarrier,andthedeterminationoftheliabilityofNVOCCisgenerallydeterminedbyreferringtothecarrier'sliabilityinthefourthandsecondsectionsofthemaritimelawofchina.Thecarrierinmar
