1、坚持以人为本的高校人事制度改革研究中文摘要高校实现代社会的重要组成部分。承载着知识创新和高素质人才培养的重任。高校人事管理是高校管理的重要组成部分，其管理水平和管理效率的高低，直接影响学校人才培养，科研能力和服务社会水平的高低。高校人事制度改革既是高效管理改革的突破，也是高校管理改革的瓶颈所在。党的十七大提出的科学发展观，为高校人事制度改革指明了方向。科学发展观的本质和核心是以人为本，本文把以人为本的理念引入高校人事制度改革中，为新时期高校人事制度改革提出了新的思路。论文首先对高校十一届三中全会以来的三个阶段（或者说三轮）改革的现状进行了分析，提出了

2、存在的问题，并揭示出了深层次的原因。然后，对以人为本的历史渊源和科学发展观语境下的内涵进行了论述，并阐明了以人为本的管理理念是现阶段高校人事制度改革中的必然要求。最后，在坚持以人为本理念下，高校人事制度改革的指导思想、目标及原则进行了深入的探讨，并提出了高校人事制度改革的新思路。本文的重点和创新之处是把以人为本的理念引入高校人事制度改革之中，摆脱了计划经济前提下把人物化管理的管理方式，走出了“经济人”的设定，把人做为人事制度改革的中心，把满足人的需要、实现人的全面发展做为改革的出发点和落脚点，以此来设计改革思路。这和我们党“立党为公、执政为民”的理念
