5、s."Buttheguidelinesareoftensonarrowlydescribedthattheyleavelittledoubtthatthe"needs"areanythingbutnational;instead,theintendedrecipientsareobvious.Committeesappointedbybureaucratsinthefundingagenciesdeterminetheseannualguidelines.Forobviousreasons,thechairsofthecommitteesoftenlistentoand

6、usuallycooperatewiththebureaucrats."Expertopinions"simplyreflectamutualunderstandingbetweenaverysmallgroupofbureaucratsandtheirfavoritescientists.Thistop-downapproachstiflesinnovationandmakescleartoeveryonethattheconnectionswithbureaucratsandafewpowerfulscientistsareparamount,dictatingth
