3、romoteprivatepensionsavingacrossUKworkplaces.TheseproposalsareexplainedintheGovernment’sWhitePaper,‘Personalaccounts:anewwaytosave’Furtherinformationonpensionreformcanbefoundat:http://www.dwp.gov.uk/pensionsreform.Theproposedpersonalaccountssystemwilloperatefrom2012andwil

4、lrequireallemployerstoenroleligibleemployeesintoaqualifyingworkplacepensionscheme.Allemployerswillhavetoengagewithpensionreform,meaningthatmanymicro-businesseswillbeexpectedtomakeemployercontributionstoapensionforthefirsttime.However,employerswithsatisfactoryarrangementsa

5、lreadyinplace,orwhowouldprefertosetupanalternativequalifyingschemewillnotberequiredtojointhepersonalaccountsscheme.CEEDRwasaskedtoconductasurvey-basedenquiryonbehalfofBERRandDWPtoestimatetheadministrativecostofcalculatingandcollectingmonthlycontributionsforpersonalaccount

6、s,forbusinesseswhichoutsourcetheirpayroll.ThisresearchprojectwasintendedtoformpartoftheevidencebaseusedbythejointDWP/BERRworkinggrouptaskedwithestimatingtheadministrativecostsofthepersonalaccountsreforms.Wewereaskedtocontactandinterview30payrollserviceproviders.Thesewould

7、bedrawnfromseparatedirectorylists,andwouldensurecoverageacrossarangeofIT-basedservices(payrollspecialistagencies),accountant-basedservices(withaminipayrollbureauintheirbackoffice)andmultiplebusinesssupportservices(largecompaniesdealingwithcomplexITandlogisticssystems).CEE
