1、大力推进总部经济建设全面提升我区产业层级总部经济是指某区域由于特有的优势资源吸引企业总部集群布局，形成总部集聚效应，并通过“总部－制造基地”功能链条辐射带动生产制造基地所在区域发展，由此实现不同区域分工协作、资源优化配置的一种经济形态。今年以来，在市国内经济合作办公室的大力支持下，在工委（区委）、管委（区政府）领导的正确领导下，区服务业发展局严格贯彻落实市政府《关于加快总部经济发展的意见》（青政发〔2009〕5号），积极协调区内各相关单位，定期调度总部项目,我区总部经济取得了较为明显的发展。一、总部经济在区域经济发展中扮演着越来越重要的角色（一）总部经济是城市发展的重要增长极。总部经
2、济发展能够带动所在区域劳动就业总量的提升和就业结构的改善，为所在区域提供了大量高技术就业岗位，促使高端人才向该区域流动。一方面，各类企业总部及其管理、营销、研发等高端职能部门为所在城市提供了大量高智力就业岗位，雇佣大量管理、营销和科研等高素质专业人才，总部经济成为所在城市不断吸纳高知识性人才的重要渠道。另一方面，还带动了围绕企业总部经营活动的相关产业的就业，在一定程度上优化了城市的就业结构。（二）总部经济是推动城市产业结构优化升级的重要动力引擎。总部经济的发展对现代服务业产生了巨大的需求，whilethelawnisstillinagreatstageoflifeactivities
