2、pansion,averageannualincreasingspeed,landuseefficiencyandvaryrangeoflanduseutilityasindices,andanalyzesthelanduseutilityofXi'ancityintheprocessofurbanizationfrom1992to2002,bytakingintoconsiderationoftheeconomicefficiencyoflanduse.Theresultsindicatethattheindexofthemultipleofreg
3、ionalexpansionWas1.44inxiI锄Cityfrom1992to2002.andtheindexofaverageannualincreasingspeedWasincreasedrapidlyfrom1.24%to15.96%.AlthoughtheindexoflanduseefficiencyWasdecreasedfrom3.92to3.69in2002,theultimatetrendoflanduseefficiencyWasincreasedannuallyasawhole.Then,thepaperpredictst
4、hefuturedemandofurbanlandusescaleaccordingtotheincreaseofnon-agriculturalpopulation,economicdevelopmentandurbanconstruction.Theconclusionisthat,from2002to2010,theminimumdemandoflandusescalefornewincreasingnon—agriculturalpopul~ion,economicdevelopmentandurbanconstructionwillbe16
5、.32kin2,138.86kin2,199.80kin~,respectively.So,thetotalofminimumdemandofurbanlandusescaleinXi'ancitywillbe354.98kn~from2002to2010.Theresultsalsoshowtheproblemswhichmustberesolvedinthefollowingyears'landusepoHcyinXi'ancityintheprocessofurbanization,suchasimprovinglanduseutilityto
6、makefulluseofthepresenturbanland;adjustingstructureofin—citylandusetoimprovelanduseefficiency;developingtheconstructionoflandmarkettoguidelandusers'behaviors.ThepaperfinallyprovidessomepoliciesaimingtoincreaseeconomicefficiencyoflanduseinXi'ancity.Firstly,weshouldreleasemorepot
7、entialofin—citylandbycleaninguppresentlandinordertoincreasetheeconomicoutput.Secondly,becauseofinsistingonsustainablelandusepolicy,weshouldcontrolconstructivelandusescaleandmakeefficiencyofvariouslandusetypescometoastateofbalance.Thirdly,weshouldputvariousformsofobtainingstatel
