4、respectivesectors.Theseopinionsarealsogearedtoliftinglimitationsonprivatecapital,expandingthescopeofprivateinvestmentandcreatingafavorableenvironmentforprivatecapital.TheSASACclearlyproposestoencourageprivatefirms’investmentinrestructuringstate-ownedenterprises(SOEs)inabidtopromotemixedownershipand

5、toestablishamodernsystemofpropertyrightsthatwillpropeltransformationoftheSOEoperatingmechanismsandmodesofdevelopment.Thenewpolicywillspurtheimpetusofstate-ownedenterprisereforminamarket-orienteddirectionandsocontributetoimprovementsinChina’sbasiceconomicsystem.GovernmentsupportFuelsDevelopmentofnon
