5、problemsencounteredduringtheconstructionandstart-upphasesarerelatedtomanagementofinformationexchangeduringthedesignphase.Changesinthedesignofafacilityduringtheconstructionphaseresultincostandtimeoverruns.TheFederalFacilityreportsthatconductingaformalreviewofthedesignma

6、yconsiderablyreducethetotalcostofafacility.Thisisbecauseawell-andthoroughlydesignedfacilityrequiresfewerchangesandcorrectionsduringitsconstruction.Moreover,theFFCreportedthatbetween30and50%ofallchangesrequiredduringtheconstructionphaseresultedfromerrorsinthedesigndocum
