3、itiesandinstallationsthatprovidesecurity,careorhelpensurecontinuedfunctionandwellbeing.Additionally,ourdefinitionofcriticalinfrastructurewouldincludethoseservices,facilitiesandinstallations,whosedisruptionwouldfurtherterroristaims.Withrespecttocommunityinfrastructure,wewo
4、uldconsiderthefollowingasbeingcriticaltothefunctioningandwellbeingofthecommunity:InformationtechnologyanddatatransmissionBankingandfinanceWaterSuppliesTransportationincludingair,water,rail,highwayandpipelineLawenforcementandotheremergencyservicessuchasfire,hazardousmateri
5、als,rescueandemergencymedicinePublichealthservicesElectricityandpowerincludingoilandgasproductionandstorageGovernmentalfunctionatvariouslevelsCommunicationsItishelpfulinadiscussionofterroristattacksoncriticalinfrastructuretounderstandtheintentormotivationofadomesticorinte
6、rnationalterroristorterroristorganization.Let'sbeginwiththeworkingdefinitionofterrorismusedbytheDepartmentofJusticethatdescribesterrorismas"aviolentactorandactdangeroustohumanlife,inviolationofthecriminallawsoftheUnitedStates,oranysegmenttointimidateorcoerceagovernment,th
7、ecivilianpopulation,oranysegmentthereof,infurtheranceofpoliticalorsocialobjectives".Ifwecanrememberthattheintentofaterrorististo"intimidateorcoerce"governmentsorcivilianpopulationsinordertofurtherpoliticalorsocialaimsitwillhelpusfocusourattentionandoureffortstoanticipate,
