3、richasbeendemagogic,especiallyattheverytop.ItsstrategiccontenthasbeenmanipulatedbyofficialspreoccupiedmorewithreshapingthesecuritylandscapeoftheMiddleEastthanwithmaintainingAmerica'sabilitytoleadglobally.Domesticsupportforitspolicieswasmobilizedbythedeliberateexploitation,aswe
4、llasstimulation,offearamongtheelectorate.TheIraqwarisnotonlyanoutgrowthofthisflawedapproachtoforeignpolicy,butalsoitssymbol.Unlikethe1991waragainstIraq,forwhichmorethan80percentofthecostwasbornebyAmerica'sallies,thistimeAmericantaxpayersmustfootthebill,whichisalreadyapproachin
5、g$200billion.ThenumberofAmericansdeadandwoundedisinthethousandsandclimbing,andthenumberofinnocentIraqiskilledisconsiderablyhigher.America'srelationshipwithEurope-whichisintegraltoglobalstabilityandtotheprotectionofU.S.interests-hasbeenbadlystrained.America'scredibilityhasbeent
6、arnishedamongitstraditionalfriends,itsprestigehasplummetedworldwide,andglobalhostilitytowardtheUnitedStateshasreachedahistoricalhigh.Mostimmediatelydangerous,thewarhasfocusedArabhatredontheUnitedStates.TheU.S.occupationofIraqisnowseenbymostArabsasamirrorimageofIsrael'srepressi
