1、TheArticlesofConfederationNov.15,1777ToalltowhomthesePresentsshallcome,wetheundersignedDelegatesoftheStatesaffixedtoourNamessendgreeting.ArticlesofConfederationandperpetualUnionbetweenthestatesofNewHampshire,Massachusetts-bayRhodeIslandandProvidencePlantations,Connecticut,NewYork,NewJ
2、ersey,Pennsylvania,Delaware,Maryland,Virginia,NorthCarolina,SouthCarolinaandGeorgia.I.TheStileofthisConfederacyshallbe"TheUnitedStatesofAmerica".II.Eachstateretainsitssovereignty,freedom,andindependence,andeverypower,jurisdiction,andright,whichisnotbythisConfederationexpresslydelegate
3、dtotheUnitedStates,inCongressassembled.III.ThesaidStatesherebyseverallyenterintoafirmleagueoffriendshipwitheachother,fortheircommondefense,thesecurityoftheirliberties,andtheirmutualandgeneralwelfare,bindingthemselvestoassisteachother,againstallforceofferedto,orattacksmadeuponthem,oran
4、yofthem,onaccountofreligion,sovereignty,trade,oranyotherpretensewhatever.IV.ThebettertosecureandperpetuatemutualfriendshipandintercourseamongthepeopleofthedifferentStatesinthisUnion,thefreeinhabitantsofeachoftheseStates,paupers,vagabonds,andfugitivesfromjusticeexcepted,shallbeentitled
5、toallprivilegesandimmunitiesoffreecitizensintheseveralStates;andthepeopleofeachStateshallfreeingressandregresstoandfromanyotherState,andshallenjoythereinalltheprivilegesoftradeandcommerce,subjecttothesameduties,impositions,andrestrictionsastheinhabitantsthereofrespectively,providedtha
6、tsuchrestrictionsshallnotextendsofarastopreventtheremovalofpropertyimportedintoanyState,toanyotherState,ofwhichtheownerisaninhabitant;providedalsothatnoimposition,dutiesorrestrictionshallbelaidbyanyState,onthepropertyoftheUnitedStates,oreitherofthem.Ifanypersonguiltyof,orchargedwith,t
