2、chareadirectlyapprovedbytheStateCouncilafterthePudongNewAreaofShanghaiandBinhaiNewAreaofTianjin.LocatedwithinthecityproperofChongqingonthenorthoftheYangtzeRiverandeastoftheJialingRiver,theLiangjiangNewAreaencompassespartsofthethreeadministrativedistrictsofJiangbei,YubeiandBeibei,andhasthe
3、onlyinlandbondedareainChina—theLiangluCuntanBondedArea.Ithasatotalplannedareaof1,200squarekilometers,with550squarekilometersavailablefornewconstructionanddevelopment.Atthe10-yearmarkoftheimplementationofChina’sWesternDevelopmentProgramme,theestalbishmentoftheLiangjiangNewAreaisamajorstrat
4、egicdecisionbythecentralgovernmenttofurtherwesternChina’sgrowthandpromotebalancedregionaldevelopment.ThecentralgovernmenthopestorideonthegloblisationandeconomicintegrationwavestobuildagrowthpoleintheWestwhichwillinturnleadtheriseofcentralandwesternpartsofthecountry.Chinahasimplementedthre
5、edevelopmentstrategiesinthefirst30yearsofreformandopening-up,allofwhichhavebroughtaboutsignificantchangestoregionaleconomies.Shenzhen’sdevelopmentinthe1980s,Pudong’sdevelopmentinthe1990sandBinhaiNewAreaearlythiscenturyhaveeachusheredinanupsurgeinthedevelopmentofthePearlRiverDelta,YangtzeR
