2、.ThismomentousdecreecameasagreatbeaconlightofhopetomillionsofNegroslaves,whohadbeensearedintheflamesofwitheringinjustice.Itcameasajoyousdaybreaktoendthelongnightoftheircaptivity.Butonehundredyearslater,theNegrostillisnotfree.Onehundredyearslater,thelifeofth
3、eNegroisstillsadlycrippledbythemanaclesofsegregationandthechainsofdiscrimination.Onehundredyearslater,theNegrolivesonalonelyislandofpovertyinthemidstofavastoceanofmaterialprosperity.Onehundredyearslater,theNegroisstilllanguishedinthecornersofAmericansociety
4、andfindshimselfanexileinhisownland.Andsowe'vecomeheretodaytodramatizeashamefulcondition.Inasensewehavecometoournation'scapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresigning
5、apromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromisethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedtheunalienablerightsoflife,liberty,andthepursuitofhappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynote,insofarasher
6、citizensofcolorareconcerned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheck,acheckwhichhascomebackmarked"insufficientfunds."Butwerefusetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegr
7、eatvaultsofopportunityofthisnation.Andsowehavecometocashthischeck,acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjustice.WehavealsocometothishallowedspottoremindAmericaofthefierceurgencyofNow.Thisisnotimetoengageintheluxuryofcoolingoffortot
