1、会计硕lj学位论文摘要随着我国国企改革的深入发展和市场体制的完善，我国电信企业经过多次分拆和重组，现形成中国移动、中国联通和中国电信三家运营商。在当前电信转型的重要时期，各家电信运营商都在积极制定企业可持续发展的战略目标，为建立现代企业制度和完善的公司治理结构，进一步推动经营管理机制创新，以培育和提升企业的核心竞争力，就必须实施精细化管理的卓越模式一预算管理。此外，电信市场竞争日益激烈，三大电信运营商的“价格战"使得企业的利润空间逐步缩小。因此，降低自身运营成本，已成为当今运营商在推行预算管理中的着力点。本文以国内外学术

2、界对电信企业成本费用管理和预算管理研究成果为基础，探讨了我国电信行业、电信产品及其成本费用的特征，运用案例分析的方法，以中国联通郴州分公司为研究对象，对中国联通现处经济背景和郴州分公司成本费用预算管理现状进行了分析，阐述了中国联通郴州分公司成本费用预算管理在预算组织结构、成本费用预算编制和预算执行方面存在的问题，并在此基础上，引算管理考评机制，为优化中国联通郴州分公司成本费用预算管理提出建议，指明了我国电信企业在成本费用预算管理改进的方向。关键词：预算管理；成本费用；电信产品；中国联通n中国联通郴州分公id成本费用预算管
