2、改革只是将城市管理领域中由多个行政执法部门解决的执法问题集中到城管执法一个部门来解决，而并未从根本上解决城市管理领域具体法律适用的问题。通俗的讲，也就是说改革只解决了“谁执法”的问题，而并未解决“如何执法”的问题。在城管执法的实践中，解决“如何执法”的问题就是解决城管法律适用的问题。伴随着社会主义法治建设的不断深化，法治城管建设的不断加强，如何解决城管法律适用问题已经成为当前法治城管建设的核心问题。再者由于目前对城管法律适用问题的研究凤毛麟角，这也为本文的研究提供了一个很好的契机。本文从浙江省城管法律适用的实际出发，运用行政法学理论知识，采用实证分析
