5、on,theWorldWideWeb(1).Asrecentlyas1990,theWebwasunknownandtheInternetremainedlargelythedomainofacademics,scientists,andgovernmentagencies.Thenationalnetworkingconcepthadfirstemergedfromgovernmentanduniversityresearchlaboratoriesinthelate1960s,aproductoftheUSDepart
6、mentofDefenseAdvancedResearchProjectsAgency(ARPA).Initiallyconceivedasamethodforinterconnectingmilitarycomputerssoastosharedataandcomputerprograms,thatearlyARPANET(asitwasknown)wasneverexpectedtohavetheremarkablybroadsocietalimpactthatweexperiencedinthe1990s.Norwa
