2、eandlocalauthoritytoissuepermitsfornewtransmissionarguethatstatesactparochiallyanddonotconsiderhownewlinesmaybenefitpartiesoutsidetheirborders.Asaresult,statesthataren’thometoaterminusofaproposedlinewillbereluctanttoissuepermitssincetheystandtogainlittlefromtheline’soperation.Statesarguethat
3、difficultyinsecuringfinancingfornewtransmissionisamajorreasonnewtransmissionhasn’tbeenbuilt,andthatdelaysingettingpermitsfromfederalagencies(e.g.,DOE,BLMandtheForestService)isthemajorobstacletopermittingtransmission.Landownersandenvironmentalgroupsopposelinesthatdevaluepropertyanddestroyview
4、-sheds,andurgedeploymentofnewtransmissiontechnologiestominimizetheconstructionofconventionaltransmission.Developerssaynewtechnologiesaretooexpensiveandunproven,whiledecryingNIMBYoppositiontovirtuallyalllines.SituationAnalysisandComingChallenges·NoWesternstatehaseverdeniedapermitforanintersta
5、tetransmissionline.AmajorchallengefacingtransmissiondevelopersissecuringpermitsfromfederallandmanagementagenciesandDOE.·In2002,12Westerngovernors,includingallthemajorstatesintheWesternInterconnection,andfourfederalagencies(DOE,DOI,USDA,CEQ)signedtheWGATransmissionPermittingProtocolthatprovid
6、esforcollaborativepermittingagencyinterstatetransmissionproposals.Theprotocol,amoreformalapproachtoregionalelectricityissuesthanCREPC,hasyettobeexercised.·Theonlynewly-proposedinterstateprojectinthewestisasecondPaloVerdetoDeversline.Otherinterstateorinternationallinesarealreadyinthepermittin
7、gprocess(e.g.,NavajoTransmissionProjectfromFourCornerstoLasVegas,TucsontoNogalesline,andalinefromSumas,WashingtontotheFrasierValleyinB.C.)Stillotherproposals,suchasanAlbertatoWashingtonlineandaColstriptoWashingtonline,havenotreachedthepermittingsta
