3、theNegrostillisnotfree.Onehundredyearslater,thelifeoftheNegroisstillsadlycrippledbythemanaclesofsegregationandthechainsofdiscrimination.Onehundredyearslater,theNegrolivesonalonelyislandofpovertyinthemidstofavastoceanofmaterialprosperity.Onehundredyearslater,theNegroisstilllanguishe
4、dinthecornersofAmericansocietyandfindshimselfanexileinhisownland.Sowe’vecomeheretodaytodramatizeashamefulcondition.Inasensewehavecometoournation'scapitaltocashacheque.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresign
5、ingapromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromisethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedtheunalienablerightsoflife,liberty,andthepursuitofhappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynoteinsofarashercitizensofcolorareconce
6、rned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheque,achequewhichhascomebackmarked"insufficientfunds".Butwerefusetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Sowehavecom
