3、tionratioofresources,reducingandpreventingpollutant-generating,protectingandimprovingtheenvironment,protectinghumanhealth,andpromotingthesustainabledevelopmentoftheeconomyandsociety.Article2ForpurposesofthisLaw,cleanerproductionmeans,bycontinuousadoptingmeasurestoimprovedesi
4、gning,usecleanerenergyandrawmaterials,introduceadvancedtechniquesandequipment,improvemanagementandmakecomprehensiveuseofresourcesaswellasothermeasures,toreducepollutionfromitssource,increasetheutilizationratioofresources,reduceorpreventthegenerationanddischargeofpollutantsin
5、thecourseofproduction,servicesanduseofproducts,inordertoalleviateoreliminateharmtohumanhealthandtheenvironment.Article3WithintheterritoryofthePeople'sRepublicofChina,unitsengagedinproductionandserviceactivitiesandthedepartmentsengagedinadministrationofsuchactivitiesshall,ina
6、ccordancewiththeprovisionsofthisLaw,organizeeffortstoimplementcleanerproduction.Article4TheStateencouragesandpromotescleanerproduction.TheStateCouncilandthelocalpeople'sgovernmentsatorabovethecountylevelshallincorporatecleanerproductionintotheirplansfornationaleconomicandsoc
7、ialdevelopmentandplansforenvironmentprotection,recoursesutilization,industrialdevelopment,regionaldevelopment,etc.8Article5TheadministrativedepartmentfortheeconomyandtradeundertheStateCouncilshallberesponsiblefororganizingeffortstocoordinatetheworkofpromotingcleanerproductio
