2、Recallingalsodecision II/5of17November1995oftheConferenceofthePartiestotheConventiontodevelopaProtocolonbiosafety,specificallyfocusingontransboundarymovementofanylivingmodifiedorganismresultingfrommodernbiotechnologythatmayhaveadverseeffectontheconserva
3、tionandsustainableuseofbiologicaldiversity,settingoutforconsideration,inparticular,appropriateproceduresforadvanceinformedagreement,ReaffirmingtheprecautionaryapproachcontainedinPrinciple 15oftheRioDeclarationonEnvironmentandDevelopment,Awareoftherapide
4、xpansionofmodernbiotechnologyandthegrowingpublicconcernoveritspotentialadverseeffectsonbiologicaldiversity,takingalsointoaccountriskstohumanhealth,Recognizingthatmodernbiotechnologyhasgreatpotentialforhumanwell-beingifdevelopedandusedwithadequatesafetym
5、easuresfortheenvironmentandhumanhealth,Recognizingalsothecrucialimportancetohumankindofcentresoforiginandcentresofgeneticdiversity,Takingintoaccountthelimitedcapabilitiesofmanycountries,particularlydevelopingcountries,tocopewiththenatureandscaleofknowna
6、ndpotentialrisksassociatedwithlivingmodifiedorganisms,Recognizingthattradeandenvironmentagreementsshouldbemutuallysupportivewithaviewtoachievingsustainabledevelopment,EmphasizingthatthisProtocolshallnotbeinterpretedasimplyingachangeintherightsandobligat
