2、5of17November1995oftheConferenceofthePartiestotheConventiontodevelopaProtocolonbiosafety,specificallyfocusingontransboundarymovementofanylivingmodifiedorganismresultingfrommodernbiotechnologythatmayhaveadverseeffectontheconservationandsustainableuseofbiologicaldiversity,set
3、tingoutforconsideration,inparticular,appropriateproceduresforadvanceinformedagreement,ReaffirmingtheprecautionaryapproachcontainedinPrinciple 15oftheRioDeclarationonEnvironmentandDevelopment,Awareoftherapidexpansionofmodernbiotechnologyandthegrowingpublicconcernoveritspoten
4、tialadverseeffectsonbiologicaldiversity,takingalsointoaccountriskstohumanhealth,Recognizingthatmodernbiotechnologyhasgreatpotentialforhumanwell-beingifdevelopedandusedwithadequatesafetymeasuresfortheenvironmentandhumanhealth,Recognizingalsothecrucialimportancetohumankindofc
5、entresoforiginandcentresofgeneticdiversity,Takingintoaccountthelimitedcapabilitiesofmanycountries,particularlydevelopingcountries,tocopewiththenatureandscaleofknownandpotentialrisksassociatedwithlivingmodifiedorganisms,Recognizingthattradeandenvironmentagreementsshouldbemut
6、uallysupportivewithaviewtoachievingsustainabledevelopment,EmphasizingthatthisProtocolshallnotbeinterpretedasimplyingachangeintherightsandobligationsofaPartyunderanyexistinginternationalagreements,UnderstandingthattheaboverecitalisnotintendedtosubordinatethisProtocoltootheri
