1、摘要摘要本文采用对比分析法、定量分析法等方法，以安全管理理论为基础，从长庆油田石油管道运行现状出发，采用灰色关联分析对当地石油管道运行现状进行评价，随机选择马—惠—宁管道和安—延管道5个路段相关数据进行，各因素安全平稳运行的因素排列为：第三方破坏＞停电＞设备故障＞油源不足＞热源不足＞人员误操作。依托评价结果，并以当前国内外石油管道安全评价与管理手段研究成果为支持，提出长庆油田石油管道安全存在问题，包括危机意识淡薄，缺少有效的应急管理预案；风险评估体系运行失效，风险识别质量有待提升；风险统计工作不到位，安全隐患档案管理系统欠缺；内部监督机制运行缺位，人员考核缺乏依据
