2、trengtheningthepreventionandcontrolofwaterpollutionwithintheterritoryoftheHuaiheRiverValley，protectingandimprovingwaterquality，safeguardinghumanhealthandensuringawatersupplyforpeople’sdailylifeandforproduction.Article2TheseRegulationsshallapplytothepreventionandcontrolofpollutionofrivers，lakes，rese

3、rvoirs，canalsandothersurfacewaterbodieswithintheterritoryoftheHuaiheRiverValley.Article3TheaimofthepreventionandcontrolofwaterpollutionwithintheterritoryoftheHuaiheRiverValleyis：thedischargeofpollutantsfromindustrialpollutionsourceswithinthewholeterritoryshallmeetthedischargestandardsby1997，andby20

4、00thequalityofwaterinthemajorpartofrivers，lakesorreservoirsshallmeetthedemandsstipulatedintheprogramforpreventionandcontrolofwaterpollutionwithintheterritoryoftheHuaiheRiverValleysoastoclearthewaterinHuaiheRiver.Article4TheLeadingGroupforProtectingWaterResourceswithintheTerritoryoftheHuaiheRiverVal

5、ley（hereinafterreferredtoas“theLeadingGroup”）shallberesponsibleforcoordinatingandsettlinganysignificantaffairsconcerningtheprotectionofwaterresourcesandthepreventionandcontrolofwaterpollutionwithintheterritoryoftheHuaiheRiverValley，andforsupervisingandinspectingtheworkofpreventionandcontrolofwaterp

6、ollutionwithintheterritoryoftheHuaiheRiverValley，andalsoforexercisingotherfunctionsandpowersastheStateCouncilmayassigntoit.TheOfficeoftheLeadingGroupshallbeestablishedinBureauofProtectionofWaterResourceswithintheTerritoryoftheHuaiheRiverValley.Article5Thepeople’sgovernmentsofHenanProvince，AnhuiProv
