1、神华集团公司工资总额管理暂行办法第一章总则第一条为进一步深化分配制度改革，建立健全工资分配的激励与约束机制，规范工资总额管理工作，根据国家有关政策法规，结合神华集团公司（以下简称集团公司）实际，制定本办法。第二条工资总额管理坚持以下原则：（一）坚持收入分配制度与公司的中长期发展战略、人力资源总体规划、人工成本承受能力和市场化相结合的原则。（二）坚持工资总额增长幅度低于本公司经济效益增长幅度、职工实际平均工资增长幅度低于本公司劳动生产率增长幅度，即“两低于”的原则。（三）坚持“效率优先、注重公平”的原则。（四）坚持激励和约束相统一的

2、原则。第三条本办法适用于集团公司所属全资、控股子公司以及独立核算的直属机构（以下统称为子公司）。第二章工效挂钩第四条具有明确的年度生产经营目标的子公司，均实行工效挂钩管理，即工资总额同经济效益挂钩。正在进行基本建设或年度主要工作为基本建设、技改技革的子公司，参照工效挂钩办法进行管理。Opinionsandsuggestionsontheparty'smasslineeducationalpracticeAccordingtothecentralandprovincial,municipalunifieddeployment,acc
