1、工业发展与保护资源环境的激烈斗争随着我国经济的不断地发展，人口的不断地增加，我们的环境也随之不断地恶化。近年来，我国工业发展的速度的确让人自豪，工业在迅猛发展的同时，给生态环境和自然资源都带来了严重威胁。生态的退化已在我国引起高度警觉，工业对区域环境的污染和能源的消耗已成为环境管理的重点目标，工业对生态环境的影响已逐步上升为生态安全问题。虽然,经过三十多年的努力，我国已经建立了一整套较为完备的环保政策体系、管理体系和相关法律体系，但环境绩效仍不理想，工业污染防治与经济发展之间存在难以调和的矛盾。目前,我国各地区工业污染严重,工业发展对环境和资
2、源危害加重,社会可持续、健康、稳定的发展受到威胁。我国工业污染的防治需要政府、社会中间层组织、企业及社会公众这四者有机结合。探讨协调政府、社会中间层组织、企业与社会公众多维关系的同时寻求防治农村工业污染防治解决路径。结合当地实际情况,提出工业污染的防治对策,以期为建设和环境友好型社会的构建提供帮助。关键词：工业污染；生态安全；防治对策；AbstractWiththecontinuousdevelopmentofChina'seconomy,thepopulationcontinuestoincrease,ourenvironmentwillc

4、ironmentalpollutionandenergyconsumptionhasbecomethefocusofenvironmentalmanagementobjectives,theindustrialimpactontheecologicalenvironmenthasbeengraduallyrisingfortheecologicalsecurityissues.Although,after30yearsofefforts,Chinahasestablishedarelativelycompletesetofenvironmen
5、talpolicy,managementsystemandrelatedlegalsystem,buttheenvironmentalperformanceisstillnotsatisfactory,thepreventionandcontrolofindustrialpollutionandeconomicdevelopmentdifficulttoreconcilethecontradictionsbetween.Currently,increasingindustrialpollutioninRegionsinChinaresulte
6、dfromthegrowthofindustrypresentsagravethreattoruralenvironment,agriculturalresources,andthesustainable,healthyandstabledevelopmentoftheSociety.Asanenvironmentvulnerablegroup,thefarmersarealmostignoredintermsoftheirenvironmentalrights.Preventionandcontrolofindustrialpollutio
