1、摘要随着我国经济的发展，有效利用能源、减少环境污染、降低安全生产事故频次，防止突发环境事件，确保生命安全的重要性日益凸显。制定并执行环保政策和措施，致在保护环境的同时改善人民的生活质量，已经成为我国民生工程的关注点。中国化工业价值链的发展，在整个国民经济中具有显赫的地位，但是，环境污染问题，在化工领域尤其是中小化工企业存在的问题，是不可懈怠和轻视的；改善化工安全生产和化学品安全管理体系，增强企业安全防患意识，提升环保部门的环境管理水平，从而更好地采取治理和应对突发环境事故，是当前急不可待的任务。我们
2、能够借鉴国际最佳实践和企业成功经验，从而进一步推动中国的可持续发展。提升地方政府和企业的环保意识和能力，是中国可持续发展战略的重要组成部分，在各地区区域性经济发展中，已经注意到了本位主义和牺牲环境为代价所带来的最终恶果，国家环保总局、国家安全生产监督管理总局开展的清洁生产运动、危险化学品安全管理示范项目，以促进中小型企业的认知和意识，足有收效。关键词：环境污染安全管理体系可持续发展战略AbstractWiththedevelopmentofournationaleconomy,energyeffic
