2、dbyScotland’spublicauthorities.Anyonecanusethisright,andinformationcanonlybewithheldwhereFOISAexpresslypermitsit.Section23ofFOISAalsorequiresthatallScottishpublicauthoritiesmaintainapublicationscheme.Apublicationschemesetsoutthetypesofinformationthatapubli

3、cauthorityroutinelymakesavailable.ThisschemehasbeenapprovedbytheScottishInformationCommissioner,whoisresponsibleforenforcingFOISA.Wearealsoobligedtoreviewthisschemefromtimetotime.Thepurposeoftheschemeistoprovideyouwithdetailsoftherangeofinformationthatwero

4、utinelypublish.Theschemealsoprovidesdetailsofhowyoucanaccessthisinformation,andtellsyouwhetheritisavailablefree,orifthereisachargefortheinformation.Theschemehasbeendesignedtobeasinclusiveaspossibleanditisintendedtobeflexibletoallowforfutureexpansionand/orr

5、evision.TheschemeisdesignedtoimprovepublicaccesstoandawarenessoftheworkthatHMInspectorateofEducation(HMIE)does.AlongsideFOISA,theEnvironmentalInformation(Scotland)Regulations2004(EIRs)provideaseparaterightofaccesstotheenvironmentalinformationthatwehold.Thi

6、spublicationschemealsocontainsdetailsoftheenvironmentalinformationthatweroutinelymakeavailable.Whereinformationisnotpublishedunderthisscheme,youcanrequestitfromusunderFOISAor,inthecaseofenvironmentalinformation,theEIRs.Forfurtherinformationonaccessinginfor
