2、入增幅缓慢有很多深层次的原因，从表面上看：一是农业自身潜力开发不足，二是非农业就业岗位不足。 因此，针对以上两方面的因素增加农民收入的途径：一是从农业自身挖掘潜力，二是从非农产业开辟道路，但无论是开发农业，从农产品经营中增加收入；还是发展非农产业，通过进城务工、经商来提高收入，都离不开结构调整和制度创新。通过分析可知农民增收的潜力主要不是来自农业，而是来自非农产业。 关键词： 非农产业 农民增收 制度创新The peasants' income problem is concerning the rural area reformati
