2、。但是单一的救助渠道并不能满足救灾的需要，因此,大力发展农业保险，逐步建立和完善农村社会保险制度,对于保障农民利益、解除农民后顾之忧、促进农村经济发展和社会稳定具有深远意义。本文从农业保险的必要性与特殊性入手，在认真了解我国农业保险的概况和现状之后，全面探讨了我国农业保险发展中存在着农民保险意识不强、农业保险收入低风险大、人才技术缺乏、组织体系不健全、立法不完善等问题，并从农民、保险公司、保险经营体制、国家、立法等方面为我国农业保险的发展提供了合理的路径选择。关键词：农业，农民，农业保险20毕业设计（论文）专用纸Studyon

5、ydependonthestatefinancialsubsidies,theremedialcomponentofcommercialinsuranceisverylow,andintheeconomicunderdevelopedareas,theruralcommercialinsurancedidnotinvolvedyet.Butsinglereliefchannelsdonotmeettheneedsofdisasterrelief,therefore,developingtheagriculturalinsura
6、nce,andgraduallyestablishandperfecttheruralsocialinsurancesystem,protectingtheinterestsoffarmers,andremovingfarmerstroublebackathome,andpromotingruraleconomicdevelopmentandsocialstabilityhasfar-reachingsignificance.Thispaperstartingfromthenecessityandparticularityof
