1、摘要招标投标是市场经济条件下工程建设项目所普遍采用的一种交易方式。它是指单一的买方设定包括功能、质量、期限、价格为主的标的，约请若干卖方通过投标进行竞争，买方从中选择优胜者并与其达成交易协议，随后按合同实现标的。工程招标，要求招标人用招标文件将委托的工作内容和要求告之有兴趣参与竞争的投标人，让他们按规定条件提出实施计划和价格，然后通过评审比较选出信誉可靠、技术技能强、管理水平高、报价合理的可信赖单位（设计单位、监理单位、施工单位、供货单位），以合同形式委托其完成。为规范招标投标活动，保护国家利益、社会公众利益
2、和招标活动当事人的合法权益，提高经济效益，保证项目质量，从法律上强制推行招标投标制度，解决规避招标、行政干预、地方与行政保护、招标行政监督体制不顺和职责不清等招标投标活动中的诸多问题。本课题理论联系实际，对我国的招投标制度不规范的问题进行了理论探索，并提出了一些解决的方法措施和相关的意见建议，最后对一些实际的案例进行了分析研究，对赶紧招投标制度，推进其规范化建设，将起到积极的推动作用。关键词：建筑工程招投标过程、存在问题、规范化研究ABSTRACTBiddingisthemarketeconomyundert
