3、admittedprivatelythattheydidnotthinktheywouldeverdiscoverwhichcompanyorindividualhadinitiatedthepricingformula.Butthewatchdogrecognisesthatatthetimesupermarketswereunderpressurefrompoliticiansandfarmerstoraisethecostofmilktosavedairyfarming,thoughitisnotcertainthatmoneyfounditswaytofarmers.TheOFTcl
4、aimedinSeptemberthatithadfoundevidencethattheretailchainshadpassedfuturemilkpricestodairycompanies,whichthenreachedafixedpriceamongthemselves.Theaveragecosttoeachhouseholdisthoughttobe£11.25over2002and2003.Priceswentupanextra3ponapintofmilk,15ponaquarterofapoundofbutterand15ponahalfpoundofcheese.Th
5、ereisnodirectrecompenseforconsumers,however,andthemoneywillgototheTreasury.TheNationalConsumerCouncilgavewarningthattheadmissionswoulddentconsumerconfidenceinleadinghighstreetnamesandthatpeoplewouldbecomescepticaloftheirclaims.FarmersForAction,thegroupoffarmersthathasledprotestsoverlowmilkpricessin
