摘要：当前,各类银行机构在所有制性质、产权结构、公司治理、经营环境等方面各有不同，在风险控制、内控状况、管理水平以及核心竞争力等方面表现迥异。本文作者提出,作为银行监管部门，必须对银行业金融机构的上述特性有着全面深入的了解，准确把握各类机构的风险特点，因行施策，因险施略，合理配置监管资源，用最小的监管成本收到最大的监管绩效，进而提高监管效率、实现监管目标。
