4、sisanalarmingenvironmentalcrisisofBangladesh.Mostindustriesdonothaveeffluenttreatmentfacilitiesandfewindustrieswhichhavethesefacilitiesareeithernotproperlydesignedoroperatedandmonitoredregularly.TheEnvironmentalConservationAct1995(ECA)providesthatall

5、relevantindustrialunitswillinstallEffluentTreatmentPlant(ETP)totreattheirwastewatertoachievecertainstandardbeforereleasingitintoreceivingenvironment.DOEismandatedtoenforcethisprovisionoflaw.ThusDOEofficialsareoftenengagedinreviewingandevaluatingtheET

6、Pschemessubmittedtothemforgrantingpermissiontonewindustries,andinspectionandmonitoringofETPsintheexistingindustries.InordertoenforcethisprovisionoflawDOEofficialsneedtohaveadequateknowledgeonallaspectsofeffluenttreatmenttechnologiesandtheirdesign,ope

7、rationandconstruction.KeepingtheseneedsinviewtwotrainingprogramsonETPwereconductedbyBEISPinDOE.ThetrainingwasprovidedbytheexpertsfromNorthernIndiaTextileResearchAssociation(NITRA).Thisguidebookistheoutcomeoftheproceedingsoftheabovementionedtrainingpr

8、ogramsandhasbeenpreparedbyNITRAandBEISPexpertswithcontributionfromtheconcernedofficialsoftheDOE.ItisexpectedthatthisguidebookwillserveasapracticaltoolforreviewingETPssubmittedtoDOEandforconductinginspectionofETPsandwillmeetalongfeltrequirementbyDOE.i
