3、chdiscussionsoftheissuecanoccurandfromwhichnewpolicyinitiativesmayproceed.Itshouldbeempha-sizedthatourconclusionsconcerningenvironmental,health,andsafetyregulationmaynotbegeneralizabletootherregu-latoryareas.Technologicalinnovationisparticularlyrelev
4、anttoen-vironmental,health,andsafetyregulationinthreedifferentways:1.Technologicalchangeinthepasthasbeenasourceofenvironmental,health,andsafetyproblemsthatcreatedthedemandfortheexistingregulatoryef-forts.(Forexample,therapidpostwargrowthofthepetroche

8、a-latedbyregulationorbyotherdemandsforsolutiontionshipbetweenregulationandinnovation.Thisconclusionoftheseproblems.Thelimitedabilityofregulatorstodealwithproblemsonacase-by-casebasismeanswasreachedbyoneresearchgroupin1975,anditisstilltruetoday.[3]Ina
